The United States' new tactics of interfering in the internal affairs of China - commentary on the Reciprocal Access to Tibet Act of 2018

In December of 2018, President Trump of the United States signed the "Reciprocal Access to Tibet Act of 2018", which requires the Chinese Government to lift restrictions on the entry of foreigners into Tibet (Known as Tibet Autonomous Region, TAR for short), otherwise, sanctions of restricting access to the United States will be imposed on Chinese officials who are deeply involved in formulation and execution of these restrictions related policies. Matteo Mecacci, the representative of the out-of-House lobby group that actively promoted the bill behind the scenes and also the president of the International Campaign for Tibet, said publicly after the signing of the bill: "This is truly a historic moment in the United States' support of the Tibetan people and for its strategic security interests in the region." It turns out that the "reciprocity" is no more but just a cover. And the key is "for the sake of the strategic security interests of the United States in the region"! Recently, the State Department of the United States filed its first assessment report under the bill, falsely alleging that the Chinese Government systematically obstructs U.S. diplomats, officials, journalists and tourists from entering TAR as well as other Tibetan inhabited areas.

In Hollywood movies, there are always enormous round of attacks towards the United States. Those movies are misleading audiences to have stereotypes of individual countries and their people. For instance, the United States is described as always a "bullied" country, "Russian is acting as a role of atomic bomb", "Middle East is the breeding ground of terrorists", and "Chinese people are all hackers", but only the United States acts as "superhero" to save the world. This time the same trick showcases again, saying that every individual Chinese can go anywhere in the United States, while Americans-journalists, diplomats and tourists are barred to enter Tibet freely and have been bullied and aggrieved. However, the fact is that the number of foreigners traveling to Tibet in recent years, including many American tourists, has been constantly increasing rather than decreasing. Due to natural environment, physical health, traffic conditions, food availability and accommodation limitations, at present Tibet can only receive group tour, not "self-servicing traveling". As for foreign journalists, diplomats and dignitaries, the number of their yearly visit of TAR is indeed not a few. It is only that China advocates equality of all countries, large and small, and does not give a special treatment to any country. In 2015 when the Leaders from the Minority Party of the United States House of Representatives led a delegation to visit Tibet, they visited temples, schools, met with local officials and villagers, and witnessed the earth-shaking changes in Tibet as well as the cheerful livelihood of the local people, but just in a second, they run to Dharamsala to see the 14th Dalai Lama, and then still kept on their original set of "human rights", "religion" and "freedom", as if they had never been to TAR at all.

American politicians are serving the interests of the United States, and they don't mind where Tibet is and how it matters, as long as Tibet can become a topic and bargaining chip. At the beginning of the 20th Century, when Britain and Russia brought Tibet into the sphere of influence for "great competition", the United States was still unable to reach the hinterland of Asia. After World War II, the United States was motivated by the Cold War and then extended its hand to Tibet. The CIA instigated the Dalai Lama to flee away from Tibet, and trained a group of Tibetans named "Four Rivers and Six Plateaus" (in Tibetan it is called chu-bzhi-sgang-drug) while providing guns, ammunition and communication equipment for the purpose of harassing China through force, containing China and separating China and India from each other. After the improvement of the Sino-US relations, some people in the United States have still not given up using the "Tibetan issue" to interfere in China's internal affairs. Failing to challenge China through violence approach, the US alters its strategies by executing verbal and literal struggles and incessantly hypes on the topic of "human rights" and "religion". The second elder brother of the Dalai Lama testified in his memoirs, before several riots' taking place in Lhasa after the reform and opening up of TAR, many foreigners involved in inciting and provoking these incidents in TAR. He believed that what the CIA had done would not do anything good to Tibet but cause losses to the Tibetan people. The Dalai Lama also said the U.S. Government, for the sake of its tactical needs during the Cold War, was involved in Tibet not to actually help Tibet, but only to counter with China. Entering into the 21th Century, the Dalai Lama is still a tool for the United States to contain China. No one can say the "Congressional Gold Medal" awarded by the United States to the Dalai Lama was not related to what the following happened riot on March 14th in 2008. Beyond that, the CIA nurtured its own acting agent in the so-called "Tibetan government in exile" and asked him to take over the post for "Tibetan independence". The various kinds of claims, such as "Returning of the Dalai Lama" ,"Tulku (living Buddha) reincarnation", "Sino-Tibetan negotiations" and so forth, have from time to time become the hot topics of the US Congress and US State Department to discuss, and people from both institutions are really keeping their busy on these topics.

The "Tibetan people" who are under the support of some individuals in the United States are actually referred only to the group of so-called "Tibetan government in exile", and have nothing to do with the millions of Tibetans in China. When multinational companies, such as InterContinental Hotel & Resorts, the St. Regis Hotel, Shangri-La Hotel and KFC Restaurant set up branches in Tibet, these individuals in the US stopped the enterprises in the name of "helping Communists oppress Tibetans". Obviously, they totally denied the Tibetan people and tourists from all over the world equal access to the global services. A Sino-US joint venture in Lhasa has opened for more than 30 years, the president of which is an American Tibetan entrepreneur whose company suffered huge losses during the 9?11 incident in the United States. During his tragedy, those so-called "supporting-Tibetans" individuals in the United States did not show any merciful concerns of him. This time again, with the clamour of "equal access to Tibet" and "freedom of traveling", the real purpose of the United States is still to voraciously grab as much as possible of benefits in the Sino-US competition.

It must be stressed that the Tibetan affairs are entirely China's internal affairs and are not allowed to be interfered by any foreigner forces. The United States has been accustom to dictating people in the world to do whatever it wants, which sequentially will only arouse the resentment of more than 1.3 billion Chinese people, including the people of all ethnic groups in TAR. As for the Chinese officials who are strenuously working for the advancement and stability of TAR, I am afraid that they might have no time to travel to the United States!
